The way this is written is terroristic in nature. For example, "sowing indiscriminate chaos, destruction, and social instability", there is nothing in there that is an express crime. Its all 'feels' kind of descriptions. Again, evencalLegfeels like this, but it'd never be used that way.
However, choose a local mutual aid group. The point behind them is social instability at the government level, and how to route around that for group stability. I could easily see a mutual aid group being called an NVE.
And really, the much older term all of this talks about is really "undesirables". It all goes back to whom the gobernment doesn't want, and how to de-person-ize them, and then do whatever with these non-persons.
Massive breakdowns in "community" psychiatric systems while simultaneously illegalizing expansion through "certificate of need" processes. (If you've ever heard someone deflect with the word "beds", that CON process is what they refer to. "More funding" is misdirection.)
I think it notable the people mentioned come from Democratic Party strongholds. New York is attempting to rollback some of this and reemphasize more involuntary institutionalization. It's time to get more people off the street and out of the jails and into padded rooms.
