They tried killing once, and it suited them well enough to do it again. People known to police only for petty or non-violent crimes like shoplifting or possession of dope can probably be filtered out. You need the algorithm for everything in between.
This is being done with data from people with previous convictions many of which will be on probation or in prison and support can be offered. The similar in intent (and equally controversial) anti terrorism “Prevent Strategy” may have had some success - although it’s hard to prove.
